Final Decommissioning and/or Long-Term Stewardship EIS
The U.S. Department of Energy (DOE) and the New York State
Energy Research and Development Authority (NYSERDA) are joint lead agencies in preparation of the Decommissioning and/or Long-Term Stewardship EIS,
while the U.S. Nuclear Regulatory Commission, the U.S. Environmental Protection Agency and the New York
State Department of Environmental Conservation (NYSDEC) are cooperating agencies. NYSDEC and the New York State Department
of Health are involved agencies under the New York State Environmental Quality Review Act (SEQRA).
This EIS analyzes alternatives for decommissioning the Western New York Nuclear Service Center and/or long-term stewardship, as well as a
No Action Alternative as required by the National Environmental Policy Act and SEQRA. The Proposed Action is the completion of the West Valley Demonstration Project and the decommissioning and/or
long-term management or stewardship of the Western New York Nuclear Service Center.
DOE needs to ensure that the facilities, materials, and hardware for which it is responsible are managed or decommissioned in accordance with applicable Federal and state requirements.
To this end DOE needs to determine which, if any, materials or structures for which it is responsible would remain on site, and what, if any, institutional controls, engineered barriers,
or stewardship provisions would be needed. NYSERDA needs to ensure that the manner in which facilities and property for which it is responsible, including the State-Licensed Disposal Area, will
be managed or decommissioned in accordance with applicable Federal and state requirements. To this end, NYSERDA also needs to determine which, if any, materials or structures for which it is
responsible would remain on site and what, if any, institutional controls, engineered barriers, or stewardship provisions would be needed.
